What’s new in Tropico 7 compared to Tropico 6?
Everything you loved — made bigger, prettier, and more strategic. Below you can find some of our favourite changes:
Terraforming: Flatten mountains, dig lakes, or build your own coastline. Because even nature must obey El Presidente.
Scalable Zones: Tropico 7 also introduces scalable zones like plantations or botanical gardens, allowing you to tailor your city layout to your unique vision. You will also be able to place decorations on green spaces, small parks or by the roadside.
Deeper Transportation Mechanics: Manage traffic like a true urban mastermind. Or just blame the Minister for Transportation and Teleportation.
Direct El Prez Interactions: El Prez struts through the city on foot, visiting residential buildings and public facilities near the palace. He waves to his supporters from a distance and threatens his opponents.
Building Placement that listens to El Presidente: Your choice, Presidente. Go for clean, grid-based layouts through alignment with other buildings, or embrace total freedom with unrestricted placement. After all, in Tropico, even city planning follows your command.
Faction & Superpower Matrix: See where you stand politically, and what perks (or problems) come with it.
Council system: Meet with faction spokesperson in a civilized manner. No more random ultimatums popping up like bad weather.

What role play the Superpowers that will have the honour to talk to El Presidente in Tropico 7?
Up to 6 Superpowers, from the USA to China, now offer unique benefits, but only if you meet their often “colourful” demands.
Just be careful: cozying up to one faction or superpower might make others a bit... unfriendly.
Can I change the landscape of my island during the game?
Yes. Terraforming is an exciting feature in Tropico 7 and allows you to reshape the island to fit your plans, just as any capable El Presidente would. Reshaping Paradise yourself. You can level, raise, or lower terrain, create lakes, add green spaces and plazas, or even expand your landmass by filling in parts of the sea. This gives you the freedom to place buildings where you need them, whether that means flattening hills, clearing space for residential areas, or preparing large infrastructure projects like airports. Terrain beneath buildings is automatically flattened during construction.
Terraforming can also improve the island’s appeal. Lakes, green spaces, and plazas increase the beauty of an area and help raise the quality of life for your citizens. Decorative objects placed in these areas further enhance their effect.
However, there are some limitations. Very large mountains cannot be completely removed, and certain sea areas must remain open so ships can continue to dock.
Terraforming is a costly operation, reserved for prosperous regimes and bold visionaries. It is also unavailable near existing buildings.
After all, even El Presidente cannot command concrete to move once it has sworn loyalty to the ground.
How does El Presidente’s political position change?
The Political Matrix shows you the political stance you currently hold with El Presidente. El Presidente’s glorious political stance evolves based on the constitution you've chosen. For example, if you always select the most socially oriented sections of the constitution, El Presidente will be positioned very far to the left.
How many factions are in Tropico 7?
Tropico 7 features 8 factions, grouped into the new political matrix, each with clear goals and loyal followers. Every citizen aligns to one faction, to make their demands and position easier to understand (and harder to ignore).
Depending on the era, 2 to 6 distinct factions are represented at the same time.
Rewriting the Rules of Tropico. What does the Constitution look like under your glorious rule?
Draft a fully custom Constitution, just like in the golden days of Tropico. Naturally, every article serves El Presidente first.
Prefer a “guided democracy”? Choose from predefined models such as militaristic or theocratic rule

Tropico 7 is developed by Gaming Minds, our internal studios from Gütersloh and Paderborn.

We are currently focused on the announced features and this is to be determined.

What game engine is used?
Tropico 7 uses the Gaming Minds Engine, an in-house engine developed and continuously improved by our team over many years.
Because we built the engine ourselves, we have deep knowledge of its systems and full control over how it evolves. This allows us to adapt and optimize it specifically for Tropico — from large-scale archipelagos and complex simulations to new features like terraforming.
Our long-term experience working with the engine also means we can iterate quickly, fine-tune performance, and adjust systems in ways that wouldn’t be possible with off-the-shelf technology.
