Dev-Log #1: Making Tropico great again – The Improvements of Tropico 7 (Part 2)

Dear Tropicans,


We’ve recently dived into the features and improvements of Tropico 7 – the dev team at Gaming Minds Studios has shared what they have been working on (passionately and inescapably) in terms of the City-Building and the political aspects of the game.


In case you have missed the first part (or in case Penultimo has forgotten to tell you about it...), you can read up on it here:



Now for Part 2, we want to share some insights into the following improvements:

1) Traffic – Improvements are just around the corner


The transport and traffic system has been refined for Tropico 7: Tropicans will be able to park their cars not only in car parks or garages, but directly on the roadside! This allows you to improve the mobility of citizens, keeping their journeys short, and reducing traffic jams (so they can get to work more efficiently 😉).


Traffic situations will be reduced as transporters and citizens will act more intelligently. And now you can even build roundabouts, which can speed up the flow of traffic in some places, and cars will be able to make U-turns.

2) Terraforming – El Prez parts the Tropican Sea


A true dicta- *cough* leader can move mountains. So of course, El Presidente should be able to do that as well! In Tropico 7, we’re introducing the Terraforming feature where you can play god (or should we say, play El Prez?).


Select the ‘Terraforming’ option from the Construction menu to edit your game world in various ways, provided you have the necessary funds. With this tool, you’ll be able to:


  • Level terrain

  • Lower terrain

  • Raise terrain

  • Create lakes


Lakes not only enhance the visual appeal, they also have a positive effect on the beauty of the surroundings, which in turn improves the quality of life for residents. With this feature, you can also turn sandy areas into green spaces.


By lowering terrain, you can flatten mountains to build structures. You can also reclaim land from the sea to gain additional building space. However, very large and massive mountains cannot be levelled, and certain areas of the sea must remain clear so that cargo ships can continue to dock.



3) The Council – one place to rule them all

… or at least, liaise with them all:


Tropico 7 will have 8 factions in total – with the number of factions depending on the era.

In the Council, you will meet spokespeople from the various factions – for example Sunny Flowers, the spokesperson of the Environmentalists. They allow you to liaise with the factions and improve your standing with them. For example, you should talk to factions that have a strong negative influence on your election result.

Learn how a faction’s standing is formed and take appropriate measures. Fulfilling faction demands can also have positive effects – you will receive a reward and your standing with the faction will increase. To maximise your reputation gain, you will need to fulfil one demand per year for each faction.


However, it can be difficult to increase the standing with one faction without dissatisfying another faction. BUT not for El Presidente! With the help of media outlets, especially newspapers, radio stations and tv stations, you can sow doubt among faction members, causing them to leave their faction and become politically undecided citizens. You can then use the media to push these undecided citizens into another faction. In this way, you can succeed in making one faction very large, whilst the others remain relatively small. It is then much easier for the large group to pursue the right policies.


This principle is also applied to the superpowers in Tropico 7 (who always try to interfere in your tremendously great affairs). Your relations with these superpowers can have both positive effects, like development aid and negative effects like a port blockade or an invasion.


A spoiler DIRECTLY from the dev team: The Modern Times era will feature 6 super powers – the USA, the EU, China, Saudi Arabia, India and Brazil.


Build embassies and invite these superpowers to your Council within the “Foreign Politics” menu to see what their concerns are.


With the Council, we have replaced the ultimatums that kept popping up in Tropico 6. That way, your gameplay flow won’t be interrupted, and you can manage your policies with less stress – one manipulation at a time!
